I can confirm that the relevant regulation is Regulation 19 of the General Development Procedure Order 1995. This sets out that local planning authorities must not determine an application during the consultation period. However, the deadline set out for comments does not preclude representations been made after the deadline has passed and these should be considered by the local planning authority provided that determination of the application has not already been decided.

Therefore, don’t be put off – you can still send in your objections right up until the planning decision is determined.
